  2. The right desk. Every problem belongs to an office that is obliged to take it. A hostel bill is not a matter for the Prime Minister, and a fee refund is not for your MLA.
  3. On the record. Filed properly, it becomes a numbered case with a clock on it. You can see where it is sitting and who is holding it.
  4. The answer. Somebody has to reply, in writing, and say why. And if the answer is no, it is a decision you can take further.
